does spaying a year old basset calm them down or does it all depend on the dog?

Spaying is removing the female's sexual reproducing organs......what spaying does is prevent the dog from having pups, heat cycles, and reducing the chances for mammary cancer. Not to mention that all comes with intact females -- frequent urination, aggression, and etc... during heat.

Spaying will not effect your dog's personality. If she is hyper now, she will be hyper after being spayed.

I have a Basset is that full of energy, after she was spayed, she had to be confined to a small crate to keep her energy pinned up so to speak so she would not bust any stitches.....She is no different than before spayed than after spayed which is like every female I have had spayed.

thanks was just curious because people were telling me she would calm down if she was and I like having her energetic and wanting to go out and play and walk a lot. she is my first female dog so I dont now what to expect after her getting the surgery

No, bassets are much more active, in short bursts, than most people think, and spaying will not change that..
